With reference to Foreign Office letter No.

¥ 5388/43/10 of the 10th ultimo, I am directed by

Secretary Bâr Austen Chamberlain to euslose herewith,

to be laid before the Lords Commissioners of the Admiralty,

copy of a letter from Mesar». John Swire and Sons, Limited,

regarding the protection of British shipa againot

pirates in the China seas.

2. It appears evident that, whenever the time

aomes for the withdrawal of the military guards at

present provided, there will be strong opposition

from the ships«ners, In order, if possible, to forestall

these protests by some constructive metion, Bir Austen

Chamberlain will be glad to learn whether, in the

opinion of the Lords Commissioners, it would be possible

for the Commander-in-Chief, China station, to establish

machinery for making specific recommendations as to the

measures that should be adopted in the oase of euah

individual'British ship in order to render is reasonably

safe against piratical attack from within.

3. Copies of these letters are being sent to the

War Office, Colonial Office and Beard of Trade.
